1. Call to Order:
Mayor Peterson called to order the work meeting of the Leeds Town Council at 6:40pm on February 28, 2018 at Leeds Town Hall, 218 N Main.

2. Discussion on RFP for Town Attorney
Town Council discussed the RFP’s the Town received for Town Attorney. Mayor Peterson and Councilmember Roberts updated the other Councilmembers on the discussions the two of them had while waiting for a quorum of Town Council. Town Council will start a work session at 5:30pm on March 14th to interview the applicants.
Mayor Peterson asked for a motion to close the meeting until 7:00pm.
Councilmember Stirling, I so move. 2nd by Councilmember Roberts. All voted “Aye”. Motion Passed.

4. Approval of Agenda:
Councilmember Roberts moved to approve tonight’s agenda and meeting minutes of February 14, 2018. 2nd by Councilmember Sheltman. Motion passed in a Roll Call Vote.

5. Citizen Comments:
Angela Rohr, made some suggestions for amendments to the Nuisance Ordinance.
Darryl Lewis, indicated he has some issues with the language used in the Nuisance Ordinance and discussed it.
Ron Cundick, explained what “failure to give notice” means in the Nuisance Ordinance.
Angela Rohr continued to recommend amendments to the Nuisance Ordinance.

8. Action Items:
a. Discussion and possible action regarding approval of Main Street curb and gutter agreement with UDOT
Mayor Peterson stated at last meeting, Council recommended more drawings on the project.
Councilmember Stirling asked how wide the road is going to be on exhibit C201
Curtis Nielson from Ensign Engineering explained it.
Mayor Peterson indicated UDOT wanted it to be at the edge of the right-of-way.
Councilmember Sheltman, do we have larger scale drawings and will there be another map when it goes out to bid?
Curtis Nielson replied, we can get you larger drawings and discussed the project further.
Mayor Peterson asked for a motion to approve the agreement with UDOT for the Main Street curb and gutter project. Councilmember Stirling, I so move. 2nd by Councilmember Roberts. Motion passed in a Roll Call Vote.

b. Concurrence with Hurricane City on winning bidder for slurry seal project
Mayor Peterson discussed the bids for the slurry seal project.
Councilmember Roberts made a motion to approve concurrence with Hurricane City in awarding M&M asphalt for the slurry seal project. 2nd by Councilmember Sheltman. Motion passed in a Roll Call Vote.

9. Discussion Items:
a. Nuisance Ordinance 2017-03
Mayor Peterson discussed the amendments that citizens recommended earlier in the meeting.
Councilmember Stirling recommended combining two of the sections into one.
Angela Rohr and Ron Cundick gave their recommendation for combining the two sections.
Town Council continued to discuss the Ordinance.
The Ordinance will be updated with tonight’s amendments and put on the website.
10. Citizen Comments:
Ron Cundick, discussed the criminal aspect of the Nuisance Ordinance and indicated sometimes it is needed.
Angela Rohr indicated the town needs a board of adjustment for some of the litigation in the Nuisance Ordinance and continued to discuss it.
Darryl Lewis, continued to discuss the Nuisance Ordinance and asked Council to be careful because this ordinance effects most of the citizens in the Town.
Angela Rohr, indicated she has issues about the section with dogs barking.
Town Council discussed the Nuisance Ordinance further.
11. Staff Reports:
Mayor Peterson, regarding treasurer, we utilized the same advertising as two years ago, which generated about a dozen and a half responses, this time we have zero responses.
Mayor Peterson, with office hours we operate 9 to 4, Monday through Thursday; however, I recommended the Town going to office hours of 9 to 2.
Town Council discussed it and the new hours will start April 1st after notification goes out.
