PUBLIC NOTICE is hereby given that the Town of Leeds Town Council will hold a PUBLIC MEETING on Wednesday, January 11, 2017 at 7:00pm. The Town Council will meet in the Leeds Town Hall located at 218 N Main, Leeds, Utah.

Mayor Peterson called to order the regular meeting of the Leeds Town Council at 7:00pm on January 11, 2017 at Leeds Town Hall, 218 N Main.

Councilmember Blake moved to approve tonight’s agenda and meeting minutes of December 14, 2016. 2nd by Councilmember Cundick. Motion passed in a Roll Call Vote.

Mayor Peterson announced the following event:

a. Dog Licensing Clinic, Saturday, January 21, 2017, 1pm-3pm

8. Action Items:

a. Discussion and possible action on Washington County Rap Tax Grant

Mayor Peterson, we received notification from Washington County about our application for a Rap Tax Grant from the County. This is not our share of the Rap Tax that comes to the Town, but rather a County allocation. We requested $13,895, they have granted us a preliminary award of $6,500.00. We need to verify that we would be able successfully utilize a partial award. It is going towards windows and doors replacement on the buildings, so we can easily scale that as appropriate. We will be notifying them that will work for us. If others are not able to do so, the grant may be increased over time. So what I am asking for this evening, would be a motion to approve receipt of the Washington County Rap Tax Grant from the County portion in the amount of $6500.00 or more, and this is not a matching grant, this is one that we are just able to utilize the amount that we receive to do work on the CCC Camp.

Councilmember Rohr, this does not obligate us for the other amount?

Mayor Peterson, correct, we do not have to spend the other. In fact, we have been encouraged in the past, since we only got a partial last year, to continue to apply on an annual basis.

Mayor Peterson asked for a motion to approve a Washington County Rap Tax Grant in the amount of $6,500, or more, if there is an addition provided by the County.

Councilmember Blake, I so move. 2nd by Councilmember Cundick.

Councilmember Sheltman, do we have a list of things like the CCC Camp that we can use grants for?

Mayor Peterson, right now we have a CLG Grant, a Certified Local Government Grant. The County is not a Certified Local Government, but the National Park Service, which administers the CLG Grant permits us, with the County’s approval, to utilize CLG Grant money on the Museum. We also utilize it on the CCC Camp and on the Tithing House. The Tithing house was a pass-through by the Town. If it is a CLG Grant, it has to be on the National Historical Register, which the Museum, CCC Camp and the Tithing House are. So, with those types of grants we are able to do it. With others like UDOT, it is various roads like Main Street in particular, for sidewalks and curb and gutter. It varies by the type of grant and who is providing it.

Councilmember Sheltman, do we have a list of things in the Town that need this kind of money in the future. I know we have other historical buildings in Town, so do we keep track of what is necessary with what the dollar amounts would be in case more money comes up?

Councilmember Blake, we are doing it on an annual basis, correct?

Mayor Peterson, yes, we have been applying on a yearly basis. The County is open to any proposal from somebody that can fit into the categories of recreation, arts and parks. We do not have a specific list, but it has in proof I don’t think a challenge. There are Cemetery Grants that we are going to be looking into that are available for record updates. Not for the physical Cemetery, but for getting records online.

b. Discussion and possible action regarding Public Defender appointment

Mayor Peterson, I would like for us to consider deferring this. I spoke to Gary Kuhlmann and between now and our next meeting, he will be attending a Public Defender event where he is hoping to get some more individuals.

Councilmember Rohr, we don’t have any pending needs at this point?

Mayor Peterson, correct, we have a temporary in place.

Mayor Peterson asked for a motion to table action item 8b.

9. Discussion Items:

a. Update on Main Street storm water

Mayor Peterson, we had a very lengthy discussion at our last meeting in December regarding Main Street storm water and Elliott Sheltman had volunteered to coordinate gathering some information on that. I recently sat down with Elliott and I listed it here as an update, because I realize Elliot, that there are other things that you might be able to do if we hold off the main discussion on this by another couple of weeks. Is that still the case?

Councilmember Sheltman, yes, I do have information, but I have not talked to everyone yet. I have got written statements too, but I will probably get a few more of those.

Town Council discussed it further.

b. Planning Commission priorities for 2017

Town Council discussed what the priorities are for Planning Commission for the upcoming year. Three things were identified; update the General Plan, zoning map and Land Use Ordinances.

Town Council discussed members for the Planning Commission.

10. Citizen Comments: None.

11. Staff Reports:

Curtis from Ensign Engineering gave an update on the Main Street Curb and Gutter.

Councilmember Rohr asked the Mayor if he had read any new documents on the MPO.

Mayor Peterson responded no, they had not met yet and discussed it further with Councilmember Rohr.
