Town Council Meeting for

June 21, 2017

1. Call to Order:

Mayor Peterson called to order the regular meeting of the Leeds Town Council at 7:05pm on June 21, 2017 at Leeds Town Hall, 218 N Main.

3. Declaration of Abstentions or Conflicts: None.

4. Approval of Agenda:

Councilmember Cundick moved to approve tonight’s agenda and meeting minutes of May 24, 2017. 2nd by Mayor Peterson. Motion passed in a Roll Call Vote.

Councilmember Sheltman asked Councilmember Rohr why she voted no.

Councilmember Rohr indicated she came into the office yesterday to pick up the packet and it wasn’t ready, she did not receive it until 4:30pm today.

Kristi Barker responded that Councilmember Rohr has never asked for the packet the day before the meeting and it was ready today at 9:30am.

Mayor Peterson announced the following event.

a. Emergency Preparedness Fair, June 24th

7. Public Hearings:

a. Ordinance 2017-01, Compensation of the Clerk/Recorder

b. Ordinance 2017-02, Compensation of the Treasurer

Mayor Peterson asked for a motion to open the public hearing on Ordinance 2017-01, Compensation of the Clerk/Recorder and Ordinance 2017-02, Compensation of the Treasurer. Councilmember Rohr, I so move. 2nd by Councilmember Cundick. Motion passed in a Roll Call Vote.

Mayor Peterson asked for a motion to close the public hearing on Ordinance 2017-01, Compensation of the Clerk/Recorder and Ordinance 2017-02, Compensation of the Treasurer. Councilmember Rohr, I so move. 2nd by Councilmember Cundick. Motion passed in a Roll Call Vote.

8. Action Items:

a. Resolution 2017-05, Adoption of the 2017-2018 Budgets for the General Fund and Capital Improvement Fund

Ralph Reid reviewed the budgets with Town Council.

Mayor Peterson asked for a motion to approve Resolution 2017-05, Adoption of the 2017-2018 budgets for the General Fund and Capital Improvement Fund

Councilmember Rohr, I so move. 2nd by Councilmember Cundick. Motion passed in a Roll Call Vote.

b. Discussion and possible action on Ensign Engineering proposal for Main Street Curb and Gutter

Town Council discussed the proposal.

Councilmember Rohr has concerns over if the curb and gutter would have to be moved if the road needed to be widened and not seeing the engineered plans yet.

Councilmember Sheltman also was concerned about not seeing the plans yet.

Josh Noel and Rod Mills discussed it with Town Councilmembers. Josh indicated the curb and gutter will be at the very edge of the right-of-way and it is required to be within the right-a-way. Josh showed Town Councilmembers the plans on his phone.

Mayor Peterson asked for a motion to approve Leeds Main Street improvement proposal from Ensign Engineering in the amount of a flat fixed fee of $23,830.00.

Councilmember Cundick, I so move. 2nd by Mayor Peterson. Motion passed in a Roll Call Vote.

10. Citizen Comments: None.

11. Staff Reports:

Councilmember Cundick asked if the Council would like to meet next week.

Town Council discussed it and the meeting will be cancelled.

Councilmember Rohr discussed the binnie program.

Councilmember Rohr asked if the property by the Silver Reef Park could be purchased.

Mayor Peterson responded that they declined to give it to the Town; however, the Town could see if it could be purchased thought the Capital Fund Improvement Plan.

Mayor Peterson indicated he is working on a response to the letter the Town received from the LDWA’s Attorney and Gary Kuhlman and Rachael Beckstrom are updating the Nuisance Ordinance, which should be ready in August.
