Town Council Meeting for

August 23, 2017

1. Call to Order:

Mayor Peterson called to order the work meeting of the Leeds Town Council at 5:33pm on August 23, 2017, at Leeds Town Hall, 218 N Main.

Also in attendance invited by Town Council were, Bob Nicholson, Planning Commission members Brad Robbins, Danny Swenson, Tom Darton and John Poast.

2. Discussion on Leeds General Plan

Councilmembers, Commissioners and Bob Nicholson discussed updating the General Plan. Councilmembers and Commissioners agreed to complete an elected official’s survey from the State. The State is willing to assist the Town if there is an indication of interest from officials. The first assistance would be in a preparing a Town wide survey gathering input for the General Plan. The target date for the survey being sent out is with the fourth quarter trash bills.

Councilmember Cundick arrived to the meeting at 6:49pm.

Mayor Peterson asked for a motion to adjourn the work meeting until 7:00pm.

Councilmember Sheltman, so move. 2nd by Councilmember Rohr. Motion passed in a Roll Call Vote.

6. Approval of Agenda:

Councilmember Cundick moved to approve tonight’s agenda and meeting minutes of August 9, 2017. 2nd by Councilmember Rohr. Motion passed in a Roll Call Vote.

a. Mayor Peterson indicated the last dumpster days this year will be held in October.

11. Discussion Items:

a. Open Public Meetings training

Mayor Peterson showed a video for training on the Open Public Meetings Act.

b. Request from Utah Department of Public Safety, Division of Emergency Management for number of homes suffering flooding

Mayor Peterson read an email from Utah Department of Public Safety requesting number of homes suffering from flooding.

Councilmember Rohr, I am assuming they are requesting homes and not property.

Mayor Peterson agreed that they are asking for homes and asked Councilmember Sheltman for any information he has on this and if he could provide some addresses.

Councilmember Sheltman, responded he would like to have it on the agenda in two weeks.

12. Citizen Comments: None.

13. Staff Reports:

Curtis Nielson for Ensign gave an update on the Main Street project and discussed it with Town Council.

Councilmember Rohr indicated Washington County Recycling program looks to be successful financially.

Mayor Peterson stated he spoke with Hurricane City and they are willing to let us add our slurry seal surfaces to their bidding process and at a meeting in September, it will be brought to a meeting as an action item.
