Town Council Special Meeting for the Canvass for the 2017 Municipal Election Minutes

November 17, 2017

1. Call to Order:

Mayor Peterson called to order the special meeting of the Leeds Town Council acting as the Board of Municipal Canvassers at 10:12am on November 17, 2017, at Leeds Town Hall, 218 N Main.

Also in attendance for the County were Melanie Abplanalp, Natalie Nelson and Kim Hafen.

2. Declaration of Abstentions or Conflicts:

Councilmember Cundick indicated he was one of the candidates, as did Mayor Peterson.

3. Approval of Agenda:

Councilmember Cundick moved to approve today’s agenda. 2nd by Councilmember Rohr. Motion passed in a Roll Call Vote.

4. Action Items:

a. Canvass of the 2017 Municipal Election for the Town of Leeds

Kim Hafen the Clerk/Auditor from the County indicated on Wednesday, November 8th, 12 ballots were received at the County from the Leeds Post Office that were postmarked November 9th. His first thought was they were supposed to be date stamped the 6th , and the stamp was upside down with a 9th. They got in contact with the St George postmaster, who followed through with some of this for them, and that is the case with those twelve ballots. A further complication with that is, they were able to identify 8 of those that they could recognize the November 9th on them, the other four, the stamp is placed in such a way, they could not be identified, but they assume where they all came together with the Leeds postmark that they were all mailed on the 6th postmarked the 9th.

Kim and Councilmembers discussed it and Kim indicated Councilmembers would have to decide whether they would want to count the ballots or not.

Councilmember Rohr made a motion to accept the 12 ballots received on Wednesday the 8th. 2nd by Councilmember Cundick. Motion passed in a Roll Call Vote.

Kim, Melanie and Natalie opened the 12 absentee ballots and counted the votes. There were a total of 18 absentee ballots received by the County. The official totals were:

Mayor Peterson asked for a motion to accept and approve the canvass of the 2017 Municipal Election for the Town of Leeds as just read with the votes being for Mayor, Wayne Peterson 224, Elliott Sheltman 87, for Council, Danielle Stirling 170, Alan Roberts 133, Ronald Cundick 126, and Bill Lytle 113.

Councilmember Rohr, I so move. 2nd by Councilmember Cundick. Motion passed in a Roll Call Vote.
